Have a look at the final output.

Start by creating a new file of the required template size. We used a size of 640X480 for this example.

Using rectangular shape tool create a rectangle as shown below.

Double click the layer to open layer style window. Apply settings as shown.

Create a new layer. Select brush tool. Choose a third party ornamental brush and click on the top of the page and decrease the opacity.

Draw a rounded rectangle using rounded rectangle shape tool.

Double click the layer to open layer style window. Apply settings as shown.
