Here's the final output that we are going to create in this tutorial.

Strat by creating a new file of any dimensions. We used 640X480.

Let's work on the background a bit to make it look more interesting. Create a rectangle using rectangular shape tool.

Double click the layer to open layer style window. Apply settings as shown. 

 Create a circle using elliptical shape tool.

Enable "subtract from shape area" at the top bar.

Create a circle using elliptical shape tool. 

This will create a hole in the big circle. You can move this shape using path selection tool to achieve a perfect center. Creating horizontal and vertical guidelines can come handy at such time.

Double click the layer to open layer style window. Apply settings as shown. 

Create a NOISE TYPE gradient with settings as shown below.

Ctrl+Click the layer to select the layer area.

From select menu click modify>contract.

Contract selection by 5 pixels. Create a new layer.
