From edit menu select stroke.

Apply settings as shown below.

Reduce opacity to 39%.

Create a circle using elliptical shape tool.

Enable "subtract from shape area" at the top bar.

Create a circle using elliptical shape tool.  

 

CD

 

Reduce opacity to 22%.

 

CD

 

Create a circle using elliptical shape tool.   Keep it's color white.

 

CD

 

Reduce opacity to 13%.

 

CD

 

Using pen tool create a sector shape as shown below.

From filter menu select Blur>>Gaussian Blur.

Apply settings as shown below.

 

CD

 

Change layer mode to screen and reduce opacity to 65%.

 

CD

 

Take a couple of duplicates and rotate to place on other sides of the CD.

Using elliptical tool in path mode create a small circle as shown below.

 

CD

 

Using horizontal type tool click on this path and type the text.

 

CD

 

Here's the final output.
