Press B to select brush tool.

From the brush palette selects  "Spatter 39 pixels" brush.

Using a bright orange shade apply the brush strokes in a new layer and move the layer below the player layer in layer order in layer palette.

Type a question mark.  Use of big font size or scale it up so that it covers almost all the height of the flyer.  To reduce the opacity to 14%.

Use a grunge look font and tied the punchline of the event.

Populate the flyer with the some text about event details etc.
